As an unofficial ally, could perhaps Outer Heaven join in? In order to keep the alliance secret, it could just be minor activities. Sabotage, spying, maintaining law and order in remote locations et cetera.

Speaking of allies and such Henderson's Enclave could be a pretty good contributor to the war by supplying robots and of course M.A.P.S they would be very useful in the war.
